Interim Police Chief Scott Eastman is laid off

Interim Police Chief Scott Eastman was laid off recently because City Manager Michael Ciaravino chose someone else to head up Mill Creek’s Police Department. Eastman received a severance payment as part of a negotiated separation agreement.

At the October 6th city council meeting City Manager Michael Ciaravino made a public announcement that although Scott Eastman had been doing “an admirable job” as Interim Police Chief since January, the decision to hire someone else to head up Mill Creek’s Police Department resulted in his termination.

Ciaravino explained Eastman was one of the final three police chief candidates to replace Greg Elwin, but that since Eastman’s former position as Deputy Chief of Police was eliminated in the recent budget cuts, choosing someone else didn’t leave a place for him at the city and he had to be laid off.

He went on to say since the selected police chief candidate is now undergoing background checks and extensive testing, Sergeant Robert Phillips has been appointed Acting Police Chief.

Ciaravino added, “The city and Chief Eastman entered into a mutually agreed upon separation agreement under which Chief Eastman is receiving a severance payment to help him in the transition to new employment.”

He went on to say, “The city is grateful to Chief Eastman for his service particularly during the challenging times created by the COVID-19 pandemic.”

Eastman has worked in law enforcement for over twenty years, coming to Mill Creek as the police department’s deputy chief in January 2018.

He joins a long list of valued employees to leave the City of Mill Creek during Ciaravino’s one year tenure including Interim Public Works and Development Services Director Matthew Feeley, Project Engineer Irving Tejo, Communications and Marketing Director Joni Kirk, Finance Director Peggy Lauerman, Human Resources Manager Laura Orlando, Information Systems Manager James Busch, Interim Finance Manager Tara Dunford, Public Works and Development Services Director Gina Hortillosa, Police Chief Greg Elwin, Public Works Supervisor Nathan Beagle, City Clerk Gina Pfister, Communications and Marketing Coordinator Meredith Cook, Communications and Marketing Coordinator Gordon Brink, Communications and Marketing Coordinator Bill Craig, Right-of-Way Inspector Larry Celustka, and Administrator Kim Mason-Hatt.
